Stone Age: can't put worker in toolmaker slot?

Hi, I'm stuck at this game:

I want to put a worker in the toolmaker slot but can't, the game says "This place is no longer available".

Did I understand the game rules wrong? Or is it a bug?

In 2 or 3 player games only 2 of 3 village actions can be used per round. Not a bug.
Next time please post on related game forum.

Darn, I didn't see the subforum so I thought it was a beta game. Turned out that BGA just thinks I don't "know" the game. Which is technically true as well.

Beta games have their own forums too. (But Alpha ones don't.)
