I watched your Carnegie tutorial and would like to give you some feedback.
I like how you go through the game step by step, and every step is easy to follow. You let the learner do the actions, so they feel involved. If this tutorial were for an easy or medium game, I would give it 5 stars right away!
But for such a complex game, I need something more to understand. Every little piece is explained very well, but I don‘t get the picture of the whole game. I wish you would insert some more information to bind the pieces together.
How could this be done?
After the game overview, you could introduce the learner to the „physical“ parts of the game. This is often used in complex games, as you can see in the tutorials for The Castles of Burgundy made by leafsnack

https://boardgamearena.com/tutorial?gam ... torial=630. During this introduction, people can pick up the names and meanings of the different parts and start to make connections.
You can assume that people who try to play this game already have some experience with complex games, so things like player boards, worker placement or action markers don‘t need much explanation. But not so with the project tabs or the transportation tracks. They are unique to this game and therefore they should be presented in more detail.
Another way to weave a web is giving more connecting information. Of course this is delicate, because the steps should not be overloaded. But I found a very good example in your tutorial itself, when you speak about the donations: how they will influence the scoring and how their prices will increase during the game.
My conclusion: It truly is a challenge to teach such a complex game and I give you my full respect for that! You have done a great job so far, and your tutorial needs only some more input to make it perfect
