Exactly this. Let's say I walk in off the street and beat Magnus Carlsen. Either his ranking was way overrated, or my ranking was way underrated, or both. There should be a big adjustment to both of our ratings to get them closer to what they would be at equilibrium.

But if he beats me? Big deal. He's supposed to beat some random guy off the street 999 times out of 1000. Doing so shouldn't raise his rating much, if at all.

If someone is consistently losing to much lower rated players, by definition that person is overrated.

We should just abolish ELO, all it leads to are whiny people caring about virtual internet points.
