Exactly this. Let's say I walk in off the street and beat Magnus Carlsen. Either his ranking was way overrated, or my ranking was way underrated, or both. Against someone with higher elo than you, you win more points when you win than you lose when you lose.
That's the whole point of elo.
But if he beats me? Big deal. He's supposed to beat some random guy off the street 999 times out of 1000. Doing so shouldn't raise his rating much, if at all.
If someone is consistently losing to much lower rated players, by definition that person is overrated.
