Yes there are many players who create the new accounts. Some uses it to raise the ELO.

I think the admin would not ban someone who uses multiple account.
You can see the link above. He lets him free. I remember when someone complains to the admin. Instead give him a solution for his problem, the admin bans him.
That's why i will never spend my money in this game. The admin should give us a solution for this problem. I think it's called bad management. Not good admin for my opinion.
