Immunity of new players

Hello
I played Love Letter, against me there were two players from Korea with a zero rating and a postscript that this is their first game, one of them had a premium account.
During the game, it became obvious that either they were playing in a team, or it was one person playing from two accounts, the fourth player agreed with my assumption. Why? The first has never played against the second, never. The second played against the first either safe cards, or when they were head to head.
I wanted to ban them and report unfair play, but a system message told me that I could not do this, since these are new players, this is their first game and they are protected from this kind of bad feedback. What to do?

Play with them again and report them in their second game?

The mods have been very clear you should not use the chat to attack other players. And making people immune on their first game seems reasonable. If you have a real concern contacting support with full details would be the right approach.

Someone logged in from two accounts to amuse their pride and win, I point out the deception and based on this you accuse me of attacking other players. Incredible

Support replies that this is not a strong violation and it is enough to send a report on the results of the game, but it is impossible to send a report, because this is the first game for these liars. Vicious circle

I don't agree. No one should be "immune" to consequences. If moderators decide to apply more leniency when judging cases with first time players that's fine. Immune is too much.
