How do you build?

At the game start I get a chance to build but can never get where I can build after that?

Your starting 2 settlements you can place anywhere as long as they are not within 1 space of an existing settlement.
After that you have to have a road connected to your new settlement spot (still not within 1 space of existing settlements). If you have the resources required then a circle should light up where you can build.

Can you please help me? This is a screenshot of my options to build roads. How do I build a settlement? I have sufficient resources. I am playing on iPhone.

You cannot build a settlement because there's no place that's both connected to your roads and at least 2 roads away from any other settlement (or city), not just yours.
