Gift points - who is counted as beginner

In case of earning +3 gift points for helping beginners - who is a beginner?

Is beginner:
a) a player who has recently registered on BGA and has a beginner account?
b) a player who is playing some game for a first time?
c) a player who is completely new to BGA and hasn't played any game yet?

Third opcion :).

When a player already has 1 game, don't give bonus
