Uh, what type of reporting do you want to do?

Do you want them penalized so they can't play? Seems like you've already seen that penalty, so there is nothing to report.

Do you want to never play with them? Well, that's what 'Personal opinion' is for, which you quoted.

Do you just want to rant without offering help? Well, it seems like you've done that.

I think the OP is saying that when a player's quit/time out percentages get beyond a certain level, anyone should be able to give them a public red thumb or report them to BGA admins through some mechanism, and those players should be dealt with more harshly than they currently are, e.g. by being suspended from this site.
