Do You need a Premium membership to start a premium game in arena? or is it that you just need the 100 elo?

Same rules apply as in the regular lobby. Only a premium player initiates a waiting table's creation and then also must be present for the game to be launched; however, just one of the players being premium is enough for the launch.
