It's on brettspielwelt though (under its german name Funkenschlag). https://www.brettspielwelt.de/Spiele/

And lots of versions in the workshop of Tabletop simulator (But I guess those don't have a license... How Steam gets away with that, I don't know)

It's a bit strange that they refuse BGA but do nothing about those.
Unless they are somehow connected to some of them ?

They might have signed an exclusive agreement with the other site. The game designer might have a personal friendship with the other site and wants to support them. It's unlikely that BGA would get outbid for the digital rights for any game other than a blockbuster. (That's why BGA doesn't get games like Dominion or Terraforming Mars. The rights for those games are valuable enough to support their own app.)

The reason Steam gets away with having unauthorized Power Grid is that it's content published by users, not Steam. If the rights holders want Power Grid taken off Steam, they would need to send a DMCA notice.

Since BGA games are sponsored and published by the site and not users, the DMCA provisions don't apply.

I don't think DMCA is very relevant as BGA is French and most game publishers including 2F-Spiele are from EU too but I get the point.

As long as BGA collects money from US customers, they would have to follow US copyright law or get cut off from paying US customers.

Well hopefully this will change in the not to distant future as the other platforms don't equal BGA functionality and audience.
