If the publisher need to pull the game off the shelves from BGA，will it be available？

In short, No. Once a publisher asks for a game to be removed, this is done, and this recently happened with Harbour as the publisher lost the rights to it. It's possible that the game can be brought back, I think the site archives the code so they can bring them back quickly in cases, but from a user point of view, the game is gone
