Hugo is a ghost-themed game.
The Werewolves of Miller's Hollow (self-explanatory)

Zombie Dice is the first one that came to mind. The reason I own that game is because I wanted to host a spooky game night near Halloween one year. But then I remembered that BGA has Martian Dice by the same publisher, not Zombie Dice. But if you think Martians are spooky then that works too.

Patchwork has a Halloween themed version.
I think King of Tokyo also has a version with the monsters wearing Halloween costumes.
You can play Similo with the 'spookies' deck.

Patchwork --> Halloween skin option (2p)
King of Tokyo --> Halloeen skin option
Not Alone --> Horror theme (for groups)
Just Desserts/Chocolate Factory --> for treating

Werewolves of Miller's Hollow --> werewolves
Soulaween --> Ghosts (2p)
Apocalypse at the Zoo of Carson City --> zombies (2p)
Martian Dice --> aliens
The Jelly Monster Lab --> monsters
