Tournament game hours and time zones - how does it work?

This may have been asked before, but as the searching function in this forum is less than optimal, I was not able to find a clear answer.

If you set game hours in the tournament, let's say from 08:00-20:00 and I am in Europe (GMT+1), how does it work for other players, if they are in a different time zone?
Does the setting mean, everyone has to play between 08:00-20:00 GMT+1 or each player has the same period in his own time zone?
If it's the latter, how can a tournament game work, if there are players from time zones around the world, so that constantly at least one is in nightly hours?

Everyone will see the time translated to the time zone set in their preferences. In their time zone it may be 23:00->11:00. Everyone is responsible for deciding if the active time window will work for them when they commit to joining the tournament. Everyone's clock runs during that time window if it is their turn to act. Everyone's clock is frozen outside of that time window regardless of whether it is their turn. But you can still make moves even when the clock is frozen. In fact, I've completed games during the "quiet hours" because it just so happened that my opponent and I were both active then.
