This sounds like a terrible bug! I've voted up that bug report you found and I hope BGA fixes it quickly
Personally I'd report the person and include a link to this thread and the bug report in the part where you explain why you are reporting them. This behaviour doesn't fit cleanly into any of the suggested categories that you can report someone for but I would make a report anyway (just pick the closest category & explain clearly in the section where you can make comments) because this is harassment and it's not okay.
If you already tried this and BGA did nothing, then I'm sorry. Harassment is something BGA says is they're against, and this is a pretty common method that harassers sometimes use to stalk their victims online so I really hope that BGA will recognise this particular type of harassment and promptly fix whatever loophole that's allowed it to occur. There is absolutely no reason why someone you have red thumbed should be able to send you a friend request.
Also I totally disagree with those who suggested you should just accept the friend request. That will probably only lead to worse harassment. People should trust their instincts around these kind of things, not be told to be friendly to someone who's harassing them!
