Giving ELO penalties for reasons others than lost games is bad idea (it's negation of ELO idea). I think that players not playing for a while (ex. week, month) should get "non classified" status and should be removed from top scores listing. Theirs ELO rating will be preserved and they'll return to score table after playing again.

Disagree.
Every day is much too constricting.
There are plenty of weeks when I don't have time to login even once. Assuming I manage to claw my way to master, to be penalised 70 points for this seems a little harsh.
For me, I'm ok with those at the top deciding not to play. They'll be knocked off eventually. I think most of them are happy to play other high ranking opponents anyway. If a master doesn't want to play me as an expert, who can blame them. Assuming 2100 vs 1900, the master stands to gain 10 points if win, and lose 30 if lose. There aren't many experts that a master can beat 3 out of 4, so this is simply a losing formula. There are a number of experts who will happily play good players, and my hat is off to them. They are pretty strong, and can just about survive the 30/10 lose/win problem. But consider a 3-game unlucky streak needs them winning 9 in a row to make it back. I don't often win 9 in a row :).
