Tie break in tournaments?

I was approached by one of the players in the launch tournament, they had a game where they exactly tied, both points and on figurines.
What is then the tiebreaker here on BGA?

What was the tie breaker in previous tournaments that were run before BGA?
Ae there official rules on this actually anywhere?

Depending on the tournament.

In the Ladder on Vassal the final tiebreaker (after games medals figures) is the higher ranked officer (on the ladder) wins.
IRL tournament Memoir'44 Dutch Open the final tiebreaker (After medals, bonuses for objectives times 0,7) is the opponents score against you.
The league tournament plays Games/medals/figures, noth9ng after that so no help for you :)
