Default time zone in game preferences?

Forgive me if this has already been answered somewhere; if it has, my search-fu is failing.
Am I right in assuming that the default timezone for game setting preferences is CEST?

The game setting preferences use user's local time.
So it is displayed in CEST only if your timezone is actually CEST.

(Time on the forums works differently.)
