They don't really have much to gain.

There is already a digital version of Risk, which makes them a bit of money.

There isn't really a need to "spread the word" about Risk, given its age and existing notoriety.

They could gain more money if the game is premium.
Feel free to ask the publisher if they would allow BGA to have the game, so you'll have the answer to your question
(I think it wouldn't be difficult to find a motivated developer for such a widely known game)

There is nothing to stop people asking but there seems to be some basic ignorance of board gaming going on here. Risk is a Hasbro game inherited from their gobbling up of Parker Brothers, Waddingtons and the others. Hasbro is a multi-national toy conglomerate, one of the largest, most powerful companies on the planet. Think how big you think a company like Days of Wonder is, they are tiny by comparison to Hasbro. This company could not care less about the money BGA might offer for a premium game - if they think there is a business model in charging for access to their games (which include basically all the golden age board games - Monopoly, Cluedo, and brilliant ones you haven't heard of like Formula 1, Totopoly, and Buccaneer) they have the resources to build their own site. To give you perspective, the people who own Monopoly have managed to change United States trade mark law over the last fifty years, they are that big.

That is why it is so unlikely you will get a publisher approval. Ask if you want, but don't expect a positive answer.
