How long does it take for moderators to respond to a contested moderation?

It’s been nearly four weeks since I was moderated unfairly and I submitted two messages to contest it as I wholeheartedly do not agree with it. (I told someone I didn’t like playing with people who purposely block in ticket to ride and that I would thus give them a red thumb. That was deemed as “inappropriate behavior” however nowhere in the policy does it state you cannot tell someone why you will give them a red thumb.)

I finally got tired of waiting on a response and clicked the “I understand” button but I do not understand and I do not agree. When should I be hearing back from them?

You won't. If they do not agree with your appeal they do not respond (fairly sure it says that clearly in the forum FAQs on this) and if you clicked the button you accepted the moderation,

To cite from the thread above ("WARNING: challenging a moderation in Forum = 10 days ban"), in the very first post they say:

What should I expect from an appeal?
If the email contains attacks/insults against anyone and/or trolling/spamming/disparage of the moderators, it will be ignored (= no reply) and you may get an additional penalty.
If the email is asking us to also give a penalty to another player, it will be ignored. The correct way to do this is by reporting this player, not by appealing your own moderation.
If the email is complaining without referring to our Moderation Policy (example: "this penalty is too harsh"), it will be ignored (= no reply).
If the email is not convincing in any way, it will be ignored (= no reply).
If the email is clearly abusive (multiple emails or appeal while the player is obviously guilty), it will be ignored (= no reply) and you may get an additional penalty.
If none of the previous points are valid and if the moderators made a mistake, you will receive a reply and the penalty will be changed (or cancelled).

So you only get a response when they agree to your appeal. In all other cases there will be no reply.
