slanted blue text in chat window

Sometimes a person's comment in the chat window is italicized and in blue with some large quote marks to the upper right. What is this about? This occured again in the last game I played and the poster, when asked, knew no reason for it.

I think that is how chat is displayed when the user uses one of the canned (and translated?) messages (the messages that show up when you click on the meeple at the bottom of the chat window).

As alexsim notes, this was added during the 19 January 2023 site update and was called "decorate predefined translated chat messages."
