Newbie question: why do some groups (community) allow for general chats and not others?

I've been trying to start a Barrage tournament and, in doing so, wanted a way to communicate quickly with people who have played the game. Naturally, I thought to use the Barrage group but couldn't see a way to post to it, only comment on existing topics.

After a bit of digging, I saw that some groups have a button that allow members to post or to send a general chat. What is the rule on this? is it up to the person who created the group?

Not sure it's an official rule but the players groups (in the form "gamename players") allow usually only the admins to post (only exceptions I know are for games in alpha status). For the other groups it depends of the creators and the goals (maybe sometimes the number of members in the group).

You can open a topic on the forum of the game (for Barrage: https://boardgamearena.com/forum/viewforum.php?f=596) if you want. Likely not all Barrage players will see it but those who want to discuss about the game have a chance to interact.
