Wild card

In Ticket to Ride, if we draw a train card of a specific color for the first card from the face-down deck, we can choose to draw a Locomotive (Wild) card as our second card from the face-up cards on the table, this isn't possible in BGA.
The rules of the game state that when drawing two cards, at least one of them must be a train card of a specific color or a Locomotive card. Since we already drew a train card of a specific color as our first card, we can then choose to draw a Locomotive card as our second card, provided it is available in the face-up cards on the table.

Why is not possible in BGA?

It should not be possible in BGA because it is a "house" or "local" rule that is not a standard TTR rule.

If a Locomotive card is one of the five face-up cards, the
player who draws it may only draw one card, instead of two. If, after having drawn one
card the replacement card is a Locomotive, the player cannot take it.
The only way in Ticket to Ride to draw a Locomotive and another train is if you secretly drew the Locomotive face-down from the top of the deck.

If you take a blind draw first, taking a face-up Locomotive after is impossible, because in that case you're only allowed to draw one card, and you already have one.

I already understood, if it was like I thought every time that we saw a locomotive in de face-up cards we will draw a card first and then took the locomotive.
