I lately experienced in arena how unbalanced bang is such as outlaw having volcanic next to sheriff right from start, billy the kid being outlaw and having a rifle from start of course and the other outlaw having a scope... Can you at least prohibit getting a volcanic from start or billy the kid having a rifle?

I have found even then, good chance the sheriff wins in say, 5 player. Bang definitely has elements of chance to it that make it hard to be consistent, though it's usually the random element of what players you're stuck with as partner that matters more. A good ally in Bang is worth more than a good hand, and a bad ally is more problematic than a bad hand.
