Replaying games disabled

Sorry if this has been answered before, but how come I can no longer view replays for games? Is this a service strictly for premium members?

When I click replay I get a message of

"Replaying games is currently disabled for your account. Please note that scraping content represents an unwarranted resource cost for any website, and is explicitly forbidden in our Terms of Service."

Not sure if I violated a rule or is it the same thing for everyone.

There is a daily hard limit of number of replay you can watch. Just wait a bit.

I haven't watched a replay for at least a year. When I click the replay function I get this reply.
