Claiming a Refunf

How exactly can I contact anyone in authority? I need to request a refund for being charged twice for my premium fees.

I've searched FAQ and looked in Support but there is no email address for contacting support.

At that page, "Premium" is listed with "MY ACCOUNT".
From there, I guess the closest that lets you through is "EMAILS",
on the basis of "Who do I email when the support?step=3
comment does not solve my Unexpected Payments problem?",
since I don't see anything relevant under "PAYMENTS" that lets you through.
