Original rules say you can't qonquer if you have used all your outposts.
In a game, final turn, my civ capacity allowed me for one more conquest, while I had no more outpost available.
This gave me an extra territory, 7 points, and the final bonus of 2 toppled outposts, and I ended 2nd in the game (I would have been 3rd instead).
Did the rule evolve to allow for extra conquests after all outposts have been used ?
