Hi everyone,
Can someone explain why, according to the official FAQ, on Zoo board #5 (Restaurant), you can build an aviary or a vivarium with the conservation project bonus even if Construction has not been upgraded, whereas it is not possible in zoo board #8 (Hollywood ) to take a 3rd partnership if the Association card has not been upgraded ?
These two constraints are clearly indicated on the right side of your zoo on the boards in the exact same way.
Any help appreciated !

So actually you are debating the official FAQ? Than you should contact the designer of the game .

Well I didn't think of that but put it that way
Just that a FAQ is supposed to clarify and detail something already explained in the rulebook.
Here I can't see that first step that would make you go "ooooh right that makes sense now" when you read through the FAQ (for this given rule specifically, everything else is great, I love you game designer !).

Explanation is rather easy: you are never restricted to play special enclosures because it's not upgraded. It's not a mater of restriction.
What is happening is that you have an action card granting you a build action with a list of possible buildings. So for the non-upgraded version, you can build enclosure, kiosk, pavilion, and petting zoo. With the upgraded version, you can build more. But, again, nothing is telling you that you need to have a upgraded version in order for your zoo to receive a special building like the reptile house.
On the other hand, the spot on your map with "BUILD II" icons **requires** you to have the corresponding card to be built upon.
In the same vein, the spots for partner zoos are under the constraints that you can't place more than 2 unless you have the upgraded card.

If you compare paragraphs in the rulebook between Association and Construction, it is not explicitely said in the latter that you can not build the reptile house without an upgraded Construction card. So you still might, just not from the non-upgraded action.
This is visually very confusing if you look at the board without thoroughly analyzing the rulebook, but this question only arises in a very specific situation...

It is a bit confusing indeed because of that helper on the side that should not be here / not displayed that way, because it can indeed make you think this is some kind of constraint on your board whereas it's really just a reminder of the action card Build.
But it makes sense to put the reminder here for practical reasons.
Bastian from feuerland also stated the same thing in a bgg thread iirc
