Appeal the moderation (error message reference: PA 02/06 )

I have been recently moderated unfairly and wanted to make an appeal to contest the decision.
However, whenever I tried to hit submit button after putting the right URL and messages it keeps giving me this error PA 02/06.
Is this because the content is too long or short? what can I do to contest the result of moderation?
