Following up on the other responses, there are two green thumb to red thumb ratios. One affects when you get a karma penalty for receiving red thumbs (the 10% threshold mentioned above), and the other affects how many red thumbs you can give out (I think it's currently one red thumb for every 5 green thumbs, but it isn't in the FAQ). Note that the second restriction on red thumbs you can dole out applies *public* red thumbs, i.e., the ones that can affect karma. There is no restriction on private red thumbs that prevent you from being matched with someone in non-tournament games, but don't affect the recipient's karma.
You can't tell if someone has given you a green thumb, and there are only roundabout ways of telling who has given you a red thumb.
