The rules of the game explicitly say you dont get to see the cards in the folder track until you have completed all the other setup steps, but they make no such restriction on any other part of the setup.
The game currently forces you to make decisions in rulebook order, which is technically correct. But not required, and I would argue frustrating.
You could or should be able to make decisions on what board you take specifically, based on the zoo and final scoring cards you have.
You might say "I have a goal to go sponsors, and sponsor cards in my hand, I will take the sponsor board this time". Or the same thing for large animals, or anything else a board might be better or worse at.
When you make that decision, and you draw your hand and have no sponsors, or no large animals, it feels terrible.
I play the solo game primarily, where the cards do not cycle very fast, so often what you start with is what you get.... so not knowing your cards just creates a very frustrating experience.
