1 card in reputation range bug?

Shouldn't we be able to take anything within normal reputation range even if we don't have our draw cards action upgraded if we place on a spot on our map where you can draw within reputation range?

The placement bonus (yellow pentagon) with the card deck and doctor’s hat allows you to „Take 1 card within reputation range or draw 1 card from the deck.“. You should be able to do so, no matter if you have upgraded your cards card or not.

By the way, the placement bonus with only the doctor‘s hat does not allow you to take a card, it just increases your Reputation by 1.

Can you provide the table number and move number, so that we can look at the concrete situation?
