During Animals 5, created the 1 hex under the Kiosk with European Badger + Expert in Europe, and then tried to play Galapagos Giant Tortoise to the spot, but was not able to. Is this a rule somewhere? I thought I should be able to use the newly created hex with the Outdoor Area bonus right away.

Doesn't Galapagos Tortoise require a 3 hex enclosure?

Yes, the 1 hex is connected to the Outdoor Area tile, which would give it +2 capacity

Ugh, I'm dum. Forgot what outdoor areas map did, and misunderstood your question.

Now that I understand, it seems like it should have worked. Maybe Tisaac can weigh in.

Yeah, the card is highlighted and even selected which means it should be playable. But the only enclosure showing is the other 3 enclosure in black outline. Looks very much a legit play, so seems like a bug.

Please see the group announcement, it's very likely to have worked if you refresh, which you should always do when encountering a weird situation as explained in the tour.
Please report it so i can fix it.
