Even though we can't see the link Tof63 posted, I'm guessing it would inform us that a license has been requested and refused (for now). BGA can *ask* permission to implement any game it wants, but if the rights holder says no that's the end of the discussion.

Agreed. I only recently discovered Scythe, but it's already one of my favourite games. Correct me if I'm wrong, but isn't Scythe one of those games that's hugely imbalanced? Some combinations of player and faction mats are significantly better than others. Yes, there is the option to bid for these mat combinations early in the game, but this just shows the flaws of the game design. Hum maybe, so what is your point ? There are two faction/player mat combinations which were officially banned five years ago. Current printings of the rulebook in the physical game mention these restrictions. According to the game's designer, the game is actually balanced now.
