ELO XXX - YYY tournaments

There should be tournaments by ELO rating, not just by 'good players', 'strong players', ... . In Memoir´44 there would be point to have a tournament of ELO 200-399, but ELO 200-499, does not make sense - those over 400 should be all in or out.
