Cant play Bald Eagle

I am trying to play two animals. I have 40 cash but I cant play the Bald Eagle. It says I need a lvl 4 enclosure adjacent to water but I have the Bird Aviary. Is this a bug or am I missing something?

Well, I believe your screenshot explains it all already:
You have played the Waza Special assignment previously, and you chose to play small animals only from now on.
Since the Bald Eagle = 4, you are not allowed to play it in your zoo anymore.
