Rule clarification please

Just wondered if you can help me. I was watching another game and a player played Association on Silver Lake and then used the reward where after finishing he is able to perform another action.

So what he then does is play an Animals II action at level 3 to place an Asian Elephant, but he doesn't use any X tokens or have a sponsor which would have enabled this. I just wondered how this is possible as my understanding of the rules must be incorrect as I thought he'd need the Animals action to be at level 5 to play the Elephant. As mentioned he didn't use any X tokens nor did he have a sponsors which would have made any difference.

Why would you need an animal 5 to play an elephant ??

For animal action, strength is not related to enclosure size. It just tells you how many animals you can play (and from where if upgraded). Provided you have the money, the large enough enclosure and if you check all requirements, you can play a mammoth with animal action at lowest strength

I'll add that you need to upgrade animal card to be able to play elephants or rhino (purple icon on the left on cards says about that) but strenght of the card says only how many animals you can play.

Because on my reading of the rules, which I now know is an error is that when there is a small number inside the enclosure icon on the card, that's the level at which the card needs to be at. Clearly nonsense though :)
