Why Can't I Play A Conservation Project?

My Association action card is upgraded. I have an available worker. There is an open slot for the conservation project. I have 5 primates and should be able to play the Primates project in slot one. My opponent has 3 meeples on conservation projects and I only have one.

Why am I not getting the option to play a project when the action is in position 5??

I see two total association workers available for you when I clicked at some later point in the game. If you'd backed a different project already with the first one, repeating the same slot would take 2 workers instead of 1, and you only have 1 free so you can't? That's my guess at least.

Ah, ok. I didn't realize you needed two workers to support a second project. Thanks.

If you have a worker already on any conservation action, not just "Support A Project," it requires two workers to take that action again.
