Add accounts for children that can be controlled by adults

I'd really love to play games with my brother's and friend's kids, but the inability to create a protected account for younger children means I'm not really comfortable encouraging them to create accounts. I'm envisioning pared down accounts where the parents can choose certain games the kids play (because the full game list is A LOT!) and restrict play to solo/hotseat/friends only. And maybe for the parents' email to receive all notifications for the child.
