Could someone explain to me how the player Rirom got to take two actions?

It looked odd at first.

Check out their Zoo map. When they picked association and did a conservation project, they picked to open a yellow one time benefit of take another turn.
Then they did an animals action and played the sun bear which comes with an association action as a bonus.

So they were able to associate, full new turn, animals, associate only turn at specific current strength (which they buffed with Xs to get to a good strength).
