Isn't the banner only viewable by the person who receives it? It would definitely be unfair and annoying, but it can't affect their reputation if no one else can see it. Unless you think moderators would act upon the 1000 ghost red thumbs and manually impose a karma penalty. I think that number of red thumbs against a single person by people who have never played with them in a short period of time would be pretty suspicious. In order to make it work, our villain would have to play the long con and get into 1000 games with the same person. Each of those accounts would probably have to play games with other people so that it doesn't stand out that it has only played one game with one person.
