So I assume the only point of debate is should you be able to boost if that then would stop you being able to pay for one of your cards, it's certainly against the spirit of the game, but not really covered in the rules, other than assuming you could do this because you can take actions in the React step in any order you like.

The rule also really doesn't help in some situations:
1) suppose you play a regular 3 and a card that moves you 6 spaces but requires 1 heat. You have 0 heat in motor but that is fine because you can have a cooldown thanks to your gear being 2. But you didn't realize that those 9 spaces takes you into the next section of the circuit and that section has a weather token that forbids you to use any cooldown. So according to the rule, that 6 card should become a + so you backtrack but now you are in the previous sector of the circuit so that you *can* cooldown and pay the heat cost of the card. So you backtrack and count it as a 6 and end up in an infinite loop.
2) Similar problem if you are currently in a section with +1 cooldown and the next section is normal. You have 0 Heat in motor and you play "+8" with the 8 cards that costs 2 Heat. Thats ok because you should be able to recover 2 heat from cooldown. But you draw a 4 for that + and because of that you end up in the next section and cannot pay the 2 Heat cost of the 8 card. So what, you change the 6 to a + but now you do not pass the corner... Which you absolutely like because passing that corner at speed 12 meant a spinout. So that mistakes saves you ? Or should you pay that heat cost after all since not passing that corner means that you actually can pay it ? And we get back in the same loop as above.
