what are the defination of "good player" and "master player"?

what are the defination of "good player" and "master player"?
I can find the configuration setting but I don't know what are they representing for.

I believe "good" means having Elo in range 200 to 299; "master" means having Elo 700 or greater.

Those links are pretty old but I believe the information there is still accurate. (If not, someone please correct me!)
