Depends on the skill level of the game. If you're playing a higher skill game, lower rated opponents are generally free wins. Some players make it a habit to climb up very high on the ladder with +1 point victories in regular ratings. This is the sort of thing the anti-rejection features of Arena eliminate at least, but the ability to face lower rated opponents tend to benefit ratings for those who only focus on that. Then again... the interface isn't particularly great for people finding all these hidden gems. So maybe someone will stumble into this and realize they can set it to play how they want.
A good player trying to climb quickly should accept matches outside of their rating so they can beat higher ranked opponents to climb faster.
High ranked players who care at all about arena points should set it to play only similarly high ranked people so they have the same risk/reward as their opponents on the line (+-1 is often good enough).
That said, I set up to play anyone in arenas that don't have a ton of tiers between the top and bottom from lower total player count active in them. And while a loss against a bronze is a lot worse than a loss against an elite, playing more games is fun. Hopefully the bronze eminent domain players don't mind a little intimidation factor if they check the current standings and are up against the top player in their first games. They basically skip the bronze tier entirely if they can win at least!

I set to play only against same level in arena and just matched a player with 100 ELO ( I have over 300 ) .
Even considering arena points I can't make any sense of those settings.

Unless it has changed recently, that's not true. As far as I remember, +- level settings are present in both Arena and normal play. But they mean different things. In normal play they refer to ELO levels (Beginner, Apprentice, Average, Good, Strong, Expert, Master). In Arena play they refer only to Arena leagues (Bronze, Silver, Gold, Platinum, Diamond, Elite).

"My Level" in Arena is your tier (bronze, silver, gold, etc.), not the regular game levels of "regular player," master, expert, etc. As you're probably aware, someone with an expert regular ELO can still be bronze or silver at the beginning of a season. Similarly, someone with a modest ELO can rise to silver or gold, but then suffer several losses that take them to the floor of 100 ELO but they don't drop back down to bronze.

Doesn't work apparently. I was just matched in Arena with a player that didn't match either of my rankings using a very restrictive setting.
Or maybe that was the intention and this is just another bug

Happened again, I played against a bronze league player when I was purple and used the above settings. Thank you everyone for the explanations but sadly before is not the way it works.

If you are using +1/-1 in a game type that only has bronze and elite leagues, this will still allow playing a bronze.
If you are playing a game type that has silver, gold, etc and are getting this result, file a site wide bug report.
It has always worked for me and I never see games that are an unexpected level. Note that people can gain tiers during turn based games and as a result a game sometimes ends with an unexpected mismatch but started at the given condition.

I only enabled my level and was matched against a bronze league player. This game has bronze, silver, etc on top of my league. Maybe a bug introduced recently then bit definitely not working as it should

Whether it works or not the current filter option isn’t going to satisfy you anyway. You are competing in Cubirds. A game w/ a 3 luck rating and you want to reduce the games in which you are paired w/ someone that can cause you to lose 30+ pts for 1 game due to the luck factor. Of the 729 cubirds elite players 216 (30%) are below 1500. This means you would actually get more pts playing someone w/ no arena experience than these players because you start arena at 1500.
232 elite players (32%) fall into the 1500-1560 pt category. You lose 31-24pts against players in this category and have to beat them 60-75% to break even (as of your score at the time of this post).
What you need is a filter system that says don’t pair w/ anyone less than 50pts of my score or something like that.
