Actions Available with Upgraded Association Card

In my last solo game, for my last turn I used the Association action and my association card was upgraded. The card was at a strength of 4 to start, and I used 5 X tokens, taking it to a strength of 9. I played a conservation project, and intended to take 2 reputation, make a donation, and be done. I knew I was using more X tokens than needed to do this, but did it anyway because they held no value for me, so whatever. Anyhow, the game let me play the conservation project, take the 2 reputation, AND take a partner zoo. I restarted the turn to be sure I was seeing it correctly, and I was. But I should not have been able to do all of those things, should I?

Starting strength of the action: 9
Conservation project costs 5 strength + reputation costs 2 = 7, so I should have had only 2 left, and should not have been able to take the partner zoo, which costs 3 strengths (or whatever they're called).

You had played Veterinarian, which allows you to do a conservation project at strength 4 instead of strength 5. This means it was 4 for the project, 2 for the rep, leaving 3 for the partner zoo.
