Trouble proceeding in Race for the Galaxy

I don't think there's a bug, I think I'm just missing something, but I can't figure out what I'm missing. It tells me "You must consume resources," but I don't have any resources to consume. So I click on "pass," but it says "You still have a consumption power to use (Public Works) and does not allow me to pass.

But I don't have any resources to consume, and anyway Public Works is not a card in my tableau (though it is in my hand) so I thought I couldn't use its power anyway.

Any idea what I may be missing?

Ah--I think it IS a bug. I've just realized that while replaying my last move, it moves a couple of cards from my tableau to my hand, rather than from my hand to my tableau--and in fact, those cards would have made sense out of the messages I'm getting if I assume they are "actually" in my tableau though they appear to be in my hand.

I still have no way to proceed since the resource that "actually" is in my tableau does not appear on my screen, and hence cannot be selected. I'll report the bug.

Well now I don't seem to be able to submit a bug report... it gives me an error message. "Unable to connect to server (are you connected to the internet?)"

What happened? The inter face blocked me etc....

But short description: Unable to pass due to game state not matching game display

Game action i wanted to do: Pass

What I did to trigger the action: Click on the word "pass"

What happened when I tried to trigger the action: I am told I still have consumption powers to use. And in fact I should have consumption powers to use, since I should have "public works" in my tableau. And I also should have a resource to consume, since I should have the card "reptilian uplift race" in my tableau with a green resource on it. But none of this appears in my hand because during the replay of the last round (this is a turn-based game) the display moves these cards _from_ my tableau _to_ my hand immediately after moving them from hand to tableu--and so in display I have no way to click on a resource, because in the display no resource exists for me to click.

Browsers attempted: Maxthon v4.3.2.1000, both webkit and trident modes, and Chrome v35.??, and IE 11

Additional info: F5 does not solve the problem.
