You don't have a clock in your home games. As I type this I'm in a turn-based game with a player who is out of time, but not excessively so. I'm currently in 3rd place and doubt I'll win if the came plays to completion. I have chosen not to expel them and claim the tie for first place because I prefer to live in a world where people don't use the clock opportunistically merely because they can. The two other players in the game who are not out of time have also so far chosen not to expel that person. These are our personal choices. But that person is risking that I (or one of the other players) will expel them, and we'd be perfectly within site policies to do so. Some people use the clock on BGA to justify behavior that would get them ostracized over a real board. But because there is a clock on BGA and you now know these types of players exist, you have to conform to that reality.
Some adjustments include:
1) Playing slower time controls, even turn-based if the slowest real-time setting is still too fast to keep within time limits.
2) Only playing with people you actually know, not random people.
