Red thumbed with no valid reason

Hello,

is red thumbing a player with no valid reason allowed? Is it okay?

A player "Bob" red thumbed someone "Tom" simply because they were beaten by "Tom".

"Tom" never said a word, simply played the game.

I also have a guess that "Bob" thought "Tom" was playing incorrectly, when in fact "Tom" was playing very intelligently such that "Bob" was deceived.
The end game result showed the truth as well as the replay.

You can give a private red thumb for any reason whatsoever (and don't even have to specify a reason when doing so). You have to give a reason for a so-called "public" red thumb that no longer has an automatic effect on anything.
