Another Slipstream Question

I was playing on the USA map. There was this moment right before the final turn when I finished my speed at 4 right before the 2 speed corner line (have 2 heat in my engine). Past the corner line are two vehicles with an empty space in front of them. I pressed pass after declining to boost, but was not given the option to slipstream. The car behind me finished his speed and landed right next to mine, but was able to slipstream. Was there a bug or am I missing something here?

Hard to tell without more information. Maybe there was some weather token preventing slipstream in that section ?
