If I paid for a subscription would I be able to play with real life friends not just strangers across the world?
If so how?

Yes, create a table when premium and invite your friends to that table

I am not exactly sure what you mean. You can invite anyone you like to a table you created yourself. If you want to create a table for a premium game, yes, you need to have premium. Your friends don't need to be premium to play with you in a premium game.

Do we not need a premium subscription to play a private game of ticket to ride or Carcassonne with me and another known friend?

No, only the person starting the room would need to a subscriber to play a Premium game with friends. You can see the invite option by clicking the + button for players when you go to start a game.
