We all pick 2 upgrades per race.
So when starting the 4th race, we should all have 6 upgrades?
In our case, before picking our new upgrade for the fourth race, we can see 3 upgrades on all of the players boards,plus their sponsors cards if not used in the previous race.
Why show only 3? And why has one player got 4?
